The role of High Sheriff is one of just two royal appointments in each county, with origins tracing back to Saxon times. In its earliest form, the Sheriff held significant authority—raising armies, collecting taxes, and pursuing lawbreakers. Over the centuries, these duties have gradually been delegated to other institutions.
Today, the High Sheriff serves in a non-political, voluntary capacity for a term of one year. The position centres on supporting the four key pillars of the justice system: the Police and law enforcement bodies, the Judiciary, the Prison Service, and the Probation Service. In addition, High Sheriffs champion the voluntary sector, helping to foster stronger, more connected communities.
While the role has evolved, it still carries ceremonial and civic responsibilities granted by the Crown through a warrant from the Privy Council. These include:
- Representing the county during royal visits
- Welcoming and attending to High Court Judges on circuit
- Acting as Returning Officer during parliamentary elections
- Announcing the accession of a new Sovereign and upholding allegiance to the Crown
- Appointing an Under Sheriff and fulfilling ceremonial duties
- Recommending successors for future appointments
On Maundy Thursday 2025, the historic Nisi Prius Court at The Old Shire Hall in Warwick hosted the traditional ceremony marking the handover of office from Rajvinder Kaur Gill to Karen Jane Lynch MBE.
Karen was formally installed as Warwickshire’s 691st High Sheriff and will serve throughout the 2025/26 Shrieval year.
One of Karen’s first initiatives was the launch of the inaugural ChangeMakers event, held at Warwick Castle on 5 August. The gathering honoured over 100 individuals nominated for their outstanding contributions to local life. While future events are not guaranteed, the hope is to continue this celebration annually for at least the next two years - shining a light on Warwickshire’s unsung heroes whose stories might otherwise go untold.
