We plan to ensure that all controls change appearance when selected by July 2026 and that the controls for all future forms meet this accessibility standard.
  • Some interactive elements do not have an accessible name associated to them, making it difficult for screen readers to navigate the page. This fails WCAG A 1.3.1. We plan to ensure that all interactive elements have accessible names by July 2026 and that interactive elements in all future forms meet this accessibility standard.
  • Some forms are not able to be fully read by screen readers, which makes it difficult to navigate and complete. This fails WCAG A 1.3.1. We plan to ensure that all forms can be fully ready by screen readers by July 2026 and that all future forms meet this accessibility standard.
  • The colour of the text in certain parts of the website may not stand out against the background colour of the page, making it difficult to read. This fails WCAG AA 1.4.3. Disproportionate burden

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.2 success criterion 4.1.2.

We’ve assessed the cost of fixing the issues with these documents. We believe that fixing them all now would be a disproportionate burden within the meaning of the accessibility regulations.

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We intend to have either fixed the accessibility issues with these documents or replaced them with HTML pages by September 2026.

We are carrying out a full accessibility audit of PDFs and other WCC documents linked to from the website with the aim of making as many of them as possible are accessible and that new documents comply with the WCAG 2.2 criteria.

Content that’s not within the scope of the accessibility regulations

Live video

Live video streams do not have captions. This fails WCAG 2.1 success criterion 1.2.4 (captions - live).

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

This statement was prepared on 1 April 2020.

This website was last tested in July 2025 against the WCAG 2.2 AA standard. All pages were tested using automated testing tools by our website team.
