Improving Payment Processes
Develop and introduce an improved payment process and future invoicing approach for domiciliary care. This will align with the updated contract and aim to improve accuracy, reduce administration, and support provider stability (by September 2026).
Contract Review and Evaluation
Carry out a review of the new domiciliary care contract following its implementation (December 2025 – March 2026). This will focus on how well the contract is working in practice, including outcomes for people, the impact on the market, and the experience of both providers and service users (by December 2026).
Future Demand and Service Options
Develop a scoping paper setting out options to help manage demand across the system. This will include:
- Exploring alternatives to residential care, such as enhanced domiciliary support (e.g. night support or on-call monitoring)
- Looking at how to better support people with lower-level needs, including greater use of technology-enabled care
This work will help shape future commissioning approaches (by June 2027).
