During the Covid-19 lockdown period our Civil Enforcement Officers (CEOs) have continued to patrol Warwickshire's streets, offering advice and guidance on where to park safely. Their role changed from one of routine enforcement to focusing on dangerous and obstructive parking. Our primary concern was to ensure access for emergency services and other critical care teams, while recognising the increased demand on parking caused by home-working.

Although the emphasis remains on working from home wherever possible, the gradual lifting of lockdown restrictions has allowed more people to return to their places of work. To encourage social distancing, the government is also requiring people to consider all other means of travel before using public transport.

As a result, we are seeing an increase in the numbers of vehicles using Warwickshire's roads and we need to manage this. One of the ways we will do this is by a phased return to routine parking enforcement.

First phase

We appreciate the effort Warwickshire's residents have made to adapt to the parking changes introduced during the lockdown. In order to give time to get used to the return to normal parking enforcement, we will be issuing warning tickets only from Monday 15th June 2020. Unlike penalty charge notices (PCNs), these warning tickets will have no financial penalty and we will take no further action. They are intended solely to alert the driver to the fact that their vehicle is parked in contravention of the parking restrictions. Anyone in receipt of a warning notice should therefore consider alternative parking arrangements.

Second phase

This warning ticket period will last for two weeks. From Monday 29th June 2020, normal PCNs will be issued to cars parked in contravention. These PCNs will incur the usual financial penalty and we will recommence our usual processes in dealing with them. Full details of how to appeal against a PCN are always provided on the reverse of the notice.

We want to continue to help with the fight against Covid-19. Key workers on official duty will still be able to park free of charge on Warwickshire's streets. However, in order to manage the increasing levels of parking and to prevent misuse of this approach, identification as a key worker should be on display in the vehicle.

Warwickshire County Council Parking Management team continues to monitor the advice provided by central government, the British Parking Association and Local Government Association in response to Covid-19.
