Supported living commissioning intentions

  • Supported living remains a key priority for enabling people to live independently in their own homes, sustain tenancies and stay connected to their communities.
  • Warwickshire's Working Age Adults Framework runs until 2033 and we are not seeking to increase the number of supported living providers or reopen the framework during this period.
  • Quality is our primary commissioning priority. We expect providers to take responsibility for driving continuous improvement through strong leadership, effective governance, robust quality assurance arrangements and a clear focus on achieving positive outcomes for the people they support.
  • We will continue to share market intelligence, demand information, population trends and identified gaps in provision to support existing providers to develop and adapt their services in response to local need.
  • Priority areas where providers should consider how their services can respond to future demand include autistic adults, people with mental health needs, people transitioning to adulthood and people requiring accessible accommodation.
  • A particular area of unmet need is access to smaller, flexible mental health support offers that can help people maintain independence, sustain accommodation and prevent escalation into crisis or more restrictive settings.
  • We want to see existing providers strengthening local provision that enables people to remain close to their home communities and reduces reliance on out-of-area and non-framework placements.
  • Support for young people transitioning into adulthood may require providers to hold both Ofsted and CQC registration where services support children and adults.
