Medium Term Financial Strategy
The Council Plan sits alongside our rolling five-year Medium Financial Strategy (MTFS), ensuring the council’s funding supports our Recalibrating Warwickshire priorities.

The Council Plan is supported by a number of core strategies, which set out the strategic direction for our key service areas, alongside plans for specific places and communities.

Underpinning the Council Plan are key supporting documents that translate ambition into action and measurement, ensuring its priorities are delivered and that progress towards its outcomes is clearly tracked and evidenced over time.
Council Delivery Plan
The Council Delivery Plan 2026–28 sets out the key actions we will take over the next two years to deliver the ambitions in our Council Plan 2026-30.
The plan turns our strategic direction into clear, trackable actions, with named responsibilities and priorities to guide delivery across the organisation.
Approved by Cabinet on 11 June, the Council Delivery Plan will run until March 2028 and will help inform decisions about resources, focus and delivery, alongside the wider work set out in service business plans.

Performance management framework (PMF)
Performance against the objectives and deliverables within the Council Plan and CDP will be measured both though the council’s performance framework which will be updated to reflect the Government’s new Local Outcomes Framework for local government.
For our main programmes and projects, we will set baseline benefits and track their impact.

The Combined Overview brings together a summary of Warwickshire County Council’s long-term vision, priorities and performance measures in one place.
This provides a read across that links together the Council Plan, Council Delivery Plan and Performance Management Framework to show; what the Council aims to achieve, what it will deliver over the next two years, and how progress will be monitored across the six Areas of Focus and Fit for the Future vision.
