Sioned Harper – Team Lead for Governance
Sioned joined Warwickshire Legal Services in 2006. With over 15 years of experience working in local government legal services and advising on contracts (particularly in relation to social care), Local Government and Social Care Ombudsman complaints, governance, information law (including data protection) and partnership governance, Sioned leads the Governance team and specialises in local government law, administrative law, and information law.
Specific matters that Sioned has worked on previously include the:
- Commissioning of residential and nursing home contracts for adult social care
- Provision of training for legal officers in relation to committee reports
- Advising on complex data protection complaints
- Training of elected members
- Advice on partnership working with the NHS
Governance Team
The Governance team consists of multiple solicitors, senior legal assistants, and legal assistants. They deliver support for key areas of the local authority, support governance processes, information governance and data protection, including:

Managing the process for all data breaches to be reported and investigated
- Management of all complaints from the Local Government and Social Care Ombudsman
- Provision of advice on information requests
- Provision of advice in relation to decision-making by the council
