Managing Challenging behaviour in schools

Warwickshire’s approach to inclusion and behaviour management is rooted in early intervention, multi-agency collaboration, and a commitment to ensuring every child receives their full educational entitlement. Through the coordinated efforts of the Education Entitlement Team (EET) and the Specialist Teaching Service (STS), schools are supported to prevent exclusions and manage behaviour effectively within mainstream settings.

Our strategy begins with the identification of pupils at risk of placement breakdown or exclusion. Schools are encouraged to engage with STS Area Managers to review existing strategies, access resources, and implement the Graduated Response. Where necessary, Inclusion Mentors provide time-limited, capacity-building support to upskill staff and embed specialist recommendations.

The EET team complements this work by offering personalised advice to schools and families, attending key meetings, monitoring suspension data, and facilitating Fair Access Panels to ensure swift reintegration of unplaced pupils. We promote inclusive practices through Inclusion Partnership meetings and provide guidance on off-site directions, managed moves, and statutory procedures for suspensions and permanent exclusions. Together, these services ensure that exclusion is a last resort, and that inclusive, child-centred solutions are prioritised to maintain engagement and educational continuity for all learners.
