Challenge a PCN

You have two opportunities to challenge a PCN to the council dependent on its stage of progression.

Informal challenge

If you have received a PCN on your vehicle in the last 28 days you can dispute it with an informal challenge.

Please upload any relevant supporting documents with your challenge.

If you make a challenge within the first 14 days after a PCN has been issued, and your challenge is rejected, the discount rate will be reoffered for a further 14 days.

If a PCN is successfully challenged, or paid, within 28 days of issue, no further action will be taken.

Submit an informal challenge

Formal representation

If you have received a Notice to Owner, and you are the Registered Keeper of the vehicle, you can submit a formal representation.

Please upload any relevant supporting documents with your representation.

A Notice to Owner is sent after 28 days from the issuing of a PCN, or if the Civil Enforcement Officer was prevented from issuing the PCN at the time.

If formal representations are successful, or the PCN is paid, no further action will be taken.

If you have received a Charge Certificate, it is too late to appeal the PCN.

Formal representation rejected?

If a formal representation is unsuccessful, an appeal can be made to the independent adjudication service, the Traffic Penalty Tribunal. Details of how to do this will be in the Notice of Rejection letter sent following unsuccessful representations.
