Warwickshire County Council’s ongoing commitment to improving road safety around schools will see a second phase of School Keep Clear restrictions proposed across Nuneaton and Bedworth.

Warwickshire County Council’s ongoing commitment to improving road safety around schools will see a second phase of School Keep Clear restrictions proposed across the borough.

Warwickshire County Council is proposing changes to waiting and stopping restrictions for vehicles around the remaining school sites across the Nuneaton and Bedworth Borough.  Although many schools may already have School Keep Clear markings in place; this scheme formalises them to enable the Highway Authority to provide enforcement support and some proposals may include changes to existing markings and associated restrictions, as well as new restrictions.

The proposals are intended to help keep school entrances clear, maintain visibility for all road users and reduce the potential for conflict between vehicles and pedestrians, particularly at busy times.

Where School Keep Clear restrictions are introduced and become enforceable, uniformed Civil Enforcement Officers can patrol designated school sites to monitor compliance, and support safe and legal parking.

Where a vehicle is observed in contravention of an enforceable parking restriction, a Penalty Charge Notice (PCN) may be issued. The proposals are subject to the statutory consultation process and have not yet been implemented.  The consultation will run from 30th October to 23rd November 2026, giving parents, carers, schools, residents and other local stakeholders the opportunity to have their say.

Objections and representations to the proposals must be made in writing and either posted to Communities Directorate, County Highways Minor Works, Shire Hall post room, Rear of Shire Hall, Northgate Street, Warwick, CV34 4RL address or emailed to chminorworks@warwickshire.gov.uk using the subject "Nuneaton & Bedworth Borough CPE Variation SKC2 2026".

Please note, objections, representations, and the name of the objector will normally be treated as public information and may be published. For further information on how Warwickshire County Council processes personal data please visit www.warwickshire.gov.uk/privacy.

Cllr Stephen Shaw, portfolio holder for Transport and Planning with Warwickshire County Council, said:

“ WCC recognises the importance of safe and legal parking near schools. Unsafe, inconsiderate parking is still an ongoing concern for, parents, carers, school's, residents and the wider school community we want to encourage and facilitate a safer access to and from their school setting. While we accept that sometimes this is unintentional, parking in “School Keep Clear” restrictions for just a moment can create unsafe conditions, reducing visibility, increasing congestion and making it harder for children to cross safely.

We continue to encourage parents, carers and the wider school community to park safely, legally and considerately, a short walk away from the school. This will also improve air quality around schools and give children the chance to walk from the car to the school which has been shown to benefit physical health and readiness to learn.”

This scheme is supported by the Road Safety Education Team, which delivers Warwickshire’s Safe and Active Schools program, offering expert guidance and practical assistance in the development and implementation of a broad range of initiatives, events, and campaigns.

Additional notes

School Keep Clear Zones:

  • A vehicle stopping in contravention of an enforceable School Keep Clear restriction may receive a £70 PCN, reduced to £35 if paid within 14 days.

  • The established Warwickshire programme uses an 8am to 5pm, Monday to Friday restriction at enforceable School Keep Clear sites.  Having consistent restricted hours helps maintains clear access and visibility throughout the school day and provides clarity for drivers about when the restrictions apply.

  • Children, parents, carers and school staff access school sites throughout the day, not only during drop-off and pick-up times.

  • Parking on double or single yellow lines will also be enforced. A £70 PCN may be issued, reduced to £35 if paid within 14 days.
