Warwickshire County Council is inviting people who live, work or study in the county to share their views as it prepares its budget for 2027/28.
Through a public consultation the Council wants to understand which services people value most and gather views on potential Council Tax options. The survey also asks where efficiencies could be explored and how the Council might work differently or generate additional income.

Like councils across the country, Warwickshire County Council continues to face pressure from rising costs and increasing demand for services. These pressures are particularly significant in demand-led services, including children’s and adult’s social care, support for children and young people with special educational needs and disabilities, and home to school transport.
The Council has a strong track record of robust and effective financial management and has made more than £200 million in savings since 2014, with further savings of £72.3 million agreed in February 2026 as part of its medium-term financial strategy. These pressures mean the Council must make some difficult decisions to ensure it can continue to provide the services its communities depend on, while maintaining a balanced budget.
The consultation aligns to the Council’s wider Value for Money programme, which is looking at how services can achieve the best possible outcomes with the resources available. This includes reducing unnecessary costs, improving efficiency, making better use of assets and technology, preventing problems earlier and exploring opportunities to generate income.
Cllr James Crocker, Deputy Leader and Portfolio Holder for Finance and Property said: “We have a responsibility to make the best possible use of every pound of public money while continuing to support residents who rely on our services.
“We are already looking closely at our own costs, contracts, assets and ways of working, but it is also important that people across Warwickshire have an opportunity to tell us what matters to them and suggest where we could do things differently.
“The options we face are not straightforward. The feedback we receive will be considered alongside our legal duties, service demand, financial information and the funding available as councillors develop the budget proposals for 2027/28.”
The consultation will help inform the Council’s budget proposals, but it does not ask respondents to set the budget or make final decisions about spending, savings or Council Tax. Those decisions remain the responsibility of elected councillors through the formal budget-setting process.
