Summary

Warwickshire’s Market Position Statement (MPS) sets out our strategic vision for adult social care, outlining how we intend to shape and support a diverse, sustainable, and responsive care market. It reflects our commitment to achieving positive outcomes for residents, while recognising the financial and operational context in which services are commissioned and delivered.

This latest version of the MPS marks a significant step forward, as it is now hosted on a dedicated web-based platform.

This transition brings a range of benefits: it allows for more frequent updates, ensures greater transparency, and provides easier access to data, insights, and commissioning intentions. Providers and stakeholders can now explore the Market Position Statement interactively, tailoring their engagement with the information most relevant to their services and business planning.

Our approach continues to be rooted in collaboration, working closely with health and social care partners, including the Coventry and Warwickshire Integrated Care Board (ICB), to deliver high-quality, integrated care.

We are focused on supporting people to live independently for longer, reducing unnecessary hospital admissions, and ensuring care is delivered in the most appropriate settings.

Innovation remains central to our strategy. We are investing in digital transformation, including the development of platforms that improve coordination and access to services. The use of Assistive Technology (AT) is expanding, helping individuals maintain independence and safety in their own homes. We are also exploring the use of Artificial Intelligence (AI) to support more informed decision-making, enhance service planning, and improve the delivery of personalised care. These tools are not only enhancing the quality of care but also enabling more personalised and proactive support.

We also recognise the vital role of the voluntary and community sector (VCS) in meeting the diverse needs of Warwickshire’s population. These organisations are key partners in tackling social care challenges, reducing inequalities, and fostering community resilience. We are committed to strengthening these partnerships and supporting innovation across the sector.

Looking ahead, we are actively seeking to work with providers on new developments that broaden the range of care options available. This includes exploring more flexible pricing models within care home provision and increasing capacity for individuals with Section 117 Mental Health aftercare, neurodiversity, and dementia-related needs. Our aim is to ensure that services are inclusive, adaptable, and reflective of the changing needs of our communities.

This Market Position Statement is designed to support the development of an inclusive, resilient, and person-centred care market that is capable of responding flexibly to changing needs and growing demand. It places a strong emphasis on prevention, early intervention, enablement and community-based support, helping people to become and remain independent for as long as possible.

Through collaboration with providers, partners, and stakeholders, we aim to shape a sustainable and responsive market that delivers high-quality services, promotes choice and independence, and ensures sufficient capacity to meet the current and future needs of Warwickshire’s residents. We invite providers, partners, and stakeholders to engage with us and help shape the future of adult social care in Warwickshire.
