Warwickshire County Council is committed to enabling all residents to live their best lives—safely, independently, and with dignity.

Our Adult Social Care Strategy 2025–2030 sets out a clear vision for how we will achieve this, and the Market Position Statement (MPS) builds upon that foundation by providing a focused view of the care market in Warwickshire.

This Market Position Statement outlines our commissioning intentions and strategic priorities, shaped by extensive engagement with residents, carers, providers, and partners.

It reflects our commitment to person-centred care, choice, and independence, and highlights the opportunities for providers to contribute to a diverse, sustainable, and responsive care market.

The Adult Social Care Strategy identifies three core outcomes—Safeguard, Support, and Satisfy—which underpin all our work.

These outcomes guide our approach to service delivery, market development, and partnership working. The MPS complements this by offering detailed insights into current and future demand, service gaps, and areas for innovation and investment.

We recognise the challenges facing the sector, including rising demand, increasing complexity of needs, workforce pressures, and financial constraints. Through this MPS, we aim to foster collaboration with providers across the public, private, and voluntary sectors to co-design and deliver services that meet these challenges head-on.
