Making your application

For comparison, the current process to apply for a tables and chairs licence is managed by Warwickshire County Council and issued under The Highways Act 1980 and takes 28 days for consultation plus processing time, which varies depending on the complexity of the application. The new process, managed by the local borough and district councils, will take 10 working days.

An application form for a pavement licence must be completed and returned to the relevant local authority prior to the placement of furniture and equipment on the highway. Please visit the relevant authority website to apply:

In order to complete this process, you will need the following:

  • the appropriate fee
  • copy of your public liability insurance
  • site plan on scale 1:100 detailing the proposed area along with dimensions
  • photographs and dimensions of all furniture to be used (including tables, chairs & barriers)
  • photographs and dimensions of any outdoor heaters to be used (if applicable)
  • photographs and dimensions of any litter bins to be used
  • copy of public notice to be displayed on the premises

Please note that submission of an application does not mean permission has been granted and no furniture and equipment may be put on the highway until a pavement licence is granted or deemed to be granted.
