This is a new, innovative role and service, designed to support the Council’s ambitious agenda for change. Working within the Council’s Resources Directorate, and reporting to its Executive Director, the service will be an integral part of the whole Council’s work. The role will direct several universal, public facing services and our HROD service. 

Warwickshire’s HR&OD service is trusted and valued as customer-focused, responsive, and cost effective. It drives Our People Strategy, the Council’s blueprint for building excellence and inclusivity within Warwickshire County Council, creating an environment where diverse and talented individuals can thrive and realize their fullest potential. The service’s objective is clear –to make Warwickshire the best it can be, by addressing the needs and values of our people, communities, and the Council.  

The team comprises two distinct arms, working seamlessly together. The HROD strategic team is organized around thematic HROD specialisations, aligned to change projects. The team horizon scans to diagnose problems and define solutions.  

The HROD Delivery Team offers advice to managers, pays the Council, coordinates recruitment, and advises on Health and Safety practice. These services operate in tandem with the dedicated customer service function, which handles initial inquiries and questions to the most fitting team. Many of our services extend their expertise through commercially traded services for partners. 

Our Local Services include Library and Information Services, the Registration Service, Heritage, and Culture, all of which provide frontline services to the residents of Warwickshire.  

Our 18 libraries sit alongside a mobile fleet, Schools Library Service, and dedicated teams for reading, learning, digital engagement, and outreach and we collaborate with approximately 800 volunteers. Notably, we are poised to construct our third new library, while plans for a cutting-edge £19 million Nuneaton Library and Business Centre, integral to town centre revitalization, are well underway. Our Libraries will focus on the levelling-up agenda and will support County Council ambitions towards narrowing gaps and creating equality of opportunity for all Warwickshire residents. 

Our Registration Service completes registrations of life events taking place in Warwickshire, maintaining historical records of all. We conduct around 2,600 civil ceremonies a year, in both our own venues and 90+ licensed venues. The Service is known for high standards and an innovative approach to service delivery. 

Our Heritage Service acts as a custodian of Warwickshire's heritage. It includes the Market Square Museum which weaves the tale of the county's evolution through its natural, architectural, and societal changes up to the present day, and the County Record Office, housing an array of records safeguarded for residents. St. John's House, a venerable Jacobean mansion, resonates with nearly a millennium of history, and is a centre for enriching school activities and special events.
