Warwickshire County Council has agreed a constitution which sets out:
- how the council operates
- how decisions are made
- who makes decisions
- how citizens, businesses and other organisations can participate
- the procedures which are followed to ensure the council is efficient, transparent and accountable to local people.
Some of these processes are required by the law, while others are a matter for the council to choose.
Part 1 – articles – contains the articles which give a broad overview of the constitution and the way the council is organised
Part 2 – responsibility for council functions – sets out Responsibilities for Council Decisions
Part 3 – standing orders – sets out the standing orders of the council
Part 4 – codes of conduct – sets out the detailed procedural rules which govern the conduct of the council’s business and the decision-making process
Part 5 – members’ allowances scheme – sets out allowances which members can receive
Part 6 – management structure – describes the management structure of the council
