Rural & Agriculture Sector Growth Plan 2025–2028
Warwickshire's rural economy is diverse and economically significant. Around 38% of the county's workplaces are rurally located, while approximately 125,000 people work within its rural economy.
The Rural & Agriculture Sector Growth Plan 2025–2028 sets out how partners can work together to unlock further growth, strengthen agricultural and rural businesses, and create a more resilient, inclusive and sustainable rural economy.
The plan focuses on five priority areas:
- Advocacy and partnership – strengthening relationships between rural organisations, championing the sector and presenting a consistent Warwickshire narrative to government and investors.
- Business support – helping farms and rural businesses respond to challenges, diversify, collaborate, innovate and access appropriate advice and funding.
- Promotion and inward investment – building on Warwickshire's strengths in agriculture, agri-tech, food production, specialist rural services, research and low-carbon technologies.
- People and skills – promoting rural careers and improving links between employers, schools, colleges and universities.
- Place and infrastructure – improving digital connectivity, rural transport, energy resilience and access to suitable business and community spaces.
Delivery will depend on collaboration between businesses, industry bodies, education providers, local authorities, rural communities and government. It is a plan for the whole county, supporting the shared ambitions of economic growth, inclusion and sustainability.
Across all five priorities, the plan will also support rural businesses and communities to transition towards net zero, adopt climate-friendly practices, use resources more efficiently and benefit from emerging low-carbon opportunities.
