Penalty Charge Notices (PCNs) are issued to vehicles which break parking restrictions.

If you believe a Penalty Charge Notice (PCN) was wrongly issued to your vehicle, or there are mitigating reasons why it should be cancelled, you can challenge it.

Please note if more than one PCN has been issued to your vehicle, they must each be challenged separately. Do not use one challenge for multiple PCNs.

Due to the legal process that we must follow, we are unable to discuss the issuing of Penalty Charge Notices outside of the appeals process. This is because there is a legally prescribed appeals process already in place. A challenge must be made in writing.

Do not pay the penalty if you wish to challenge it. Once a PCN is paid, the case is immediately closed and there is no further opportunity to appeal.

Please make sure any challenge includes:

  • The PCN reference (beginning ZQ if issued by Warwickshire County Council) and your vehicle registration
  • Your address, so a response can be sent to you
  • Any evidence you have to support your challenge.

Once a challenge is received, the case is put on hold until the challenge has been assessed and a response is sent. If a challenge is received within the first 14 days of the date the PCN was issued, and is unsuccessful, the discount rate will be reoffered for a further 14 days.

All PCN’s issued by Warwickshire County Council begin with ZQ. If you’ve received a PCN in Warwickshire but it doesn’t start with ZQ you will need to contact the issuing authority directly.

If you have parked in a private car park and received a fine, please follow the instructions provided on the notice.
