Special Educational Needs - Education Social Work Service (ESWS)

The Education Social Work Service (ESWS) has the lead role in ensuring that legislation in relation to a child’s school attendance and employment is being followed.

Every school has access to the services provided by the ESWS. Referrals to the service concerning school attendance or Child Employment matters may be made by schools, families or by members of the public.

School Attendance

The ESWS has a responsibility to assist schools, pupils and parents or carers to improve school attendance in order to maximise the educational opportunities available to children.

The Education Social Work Service works with schools, children and families, as well as with the community and other agencies in order to perform these duties. It does this using a variety of means, including:

  • Direct Work with families and children;
  • Working in schools on ‘whole school’ and project work;
  • Working with other agencies to identify and assist vulnerable children;
  • Working in the community to raise awareness of the importance of regular school attendance;
  • Legal action against parents where other means of improving school attendance have failed.

    Child Protection

    Child Protection referrals should be made directly to the Social Services Department.

    The Safeguarding Children Officer works closely with ESWS and may be reached on the telephone number at the bottom of the page or by emailing johnsullivan@warwickshire.gov.uk.

    The Warwickshire Area Child Protection Committee’s “Child Protection Procedures” and “Guidelines for Schools” provide clear procedures, which must be followed in cases where child abuse is detected or suspected.

    Child Employment/Entertainment

    The ESWS contributes to the implementation of the law concerning child employment and children taking part in commercial entertainment. Investigations of employment matters are carried out by Child Employment Officer to ensure that children are protected from the dangers of illegal employment

    The processing of Child Employment permits for children of school age is the responsibility of the Child Employment Officer who may be contacted by clicking on the link above.

    Home Education

    The ESWS is responsible for maintaining a list of all children educated elsewhere (by parents) other than at school. All schools are required to notify the LA of any parents who decide to withdraw their children from school to home education.

    Travelling Children

    The ESWS works in partnership with the West Midlands Education Service for Travelling Children to assist travelling children in gaining the maximum benefit from the education system.
