| Speed Limit Review A & B Roads |
A new Speed Management Strategy has been developed by the Council. The Strategy covers the three key areas of Education, Engineering and Enforcement. An important aspect of this strategy is the setting of speed limits. |
Background
In 2006 the Department for Transport (DfT) issued Circular 1/2006 ‘Setting Local Speed Limits’ which now forms part of the Speed Management Strategy. As a result, all existing speed limits on A and B roads have been reviewed in Warwickshire. However, altering any speed limit can be a lengthy procedure. The review does not include villages as these are assessed under the Village Speed Limit Review Scheme.
Circular 1/2006 contains recommendations on how the assessment should be carried out and the factors which should be included e.g. existing traffic speeds, injury collision records, road width and alignment, traffic type (including vulnerable road users), and most importantly how the road appears to road users. |  | Please click below to download each approved Area assessment:

The Speed Limit Review
The first part of the review consisted of an assessment of existing speed limits on every A and B road in Warwickshire (except villages). Collision analysis and speed surveys, which were provided by the Council's Traffic Survey Team, at strategic locations on all A and B roads were carried out to establish whether existing speed limits are being reasonably complied with.
The result of this assessment was that, for each District Area, a priority list was prepared of possible speed limit changes. The list, previoulsy on this webpage, indicated where additional features should be placed on the road to improve speed limit compliance. It also included the costs of engineering works.

Community concerns and delivery
Circular 1/2006 places great importance on community concerns, and refers to the environmental impact of traffic and the level of public anxiety. Therefore, earlier this year all our proposals were made public. The feedback gained from this excercise was put forward to each Council Area Committee to consider, which resulted in the creation of the proposals above. Speed Limits not covered by the Speed Limit Review
The County Council’s Road Safety Unit is committed to reducing road casualties and therefore new speed limits may be implemented outside of the above criteria where there is a significant number of personal injury crashes occurring. The Council will also continue to implement the Village Speed Limit Review Scheme. |
Statutory Consultation
Feedback on our proposals was sought earlier this year. The revised approved proposals can be downloaded above. However, before we implement any speed limit alterations, there must be a period of statutory consultation.
