Minerals and Waste Development Scheme (MWDS)

The Minerals and Waste Development Scheme (MWDS) sets out the current minerals and waste planning policies that are being applied in Warwickshire, as well as the programme for updating the planning policies over the next three years.

Current MWDS

The County Council's fourth revision of the MWDS was agreed by Cabinet on the 16th February 2012 and formally brought into effect on the 1st March 2012.

Previous MWDS

The original MWDS was formally submitted to the GO-WM on 24th March 2005. GO-WM advised the County Council in a letter dated 14th April 2005 that the First Secretary of State did not intend to issue a direction under Section 15(4) of the Planning and Compulsory Purchase Act 2004. A report was taken to Cabinet on 26th May 2005, at which Members resolved to bring into effect the MWDS, which formally took effect from the 9th June 2005.

The MWDS was amended following approval by GO-WM and Cabinet and was brought into effect on 25th November 2005.

The MWDS was amended a second time changing the programme for the Minerals Core Strategy. The amendments were approved by GOWM and brought into effect on the 28th November 2006.

Following advice from Government Office West Midlands (GO-WM) and Communities and Local Government over the summer of 2007, we reviewed our process and approach. As a result a report was taken to Cabinet on 15th November 2007 amending the MWDS again. In summary, this was because a Strategic Flood Risk Assessment needed to be completed and the Minerals and Waste Core Strategies needed to be taken back to the spatial options stage instead of moving to Submission as previously planned.

The revised MWDS was brought into effect on 11th December 2007.

Since that MWDS was approved, there were further delays, the reasons for which are set out in the Minerals Development Framework and Waste Development Framework pages.

In January 2011, the Department for Communities and Local Government wrote to Waste Planning Authorities advising that Waste Development Frameworks needed to be produced as quickly as possible. As the Warwickshire Waste Development Framework was a priority (and prior to the MWDS formally being updated and approved), an indicative draft working timetable was provided, as set out below:

Waste Core Strategy

  • March 2011 - Emerging Spatial Options consultation
  • September 2011 - Preferred Option and Policies consultation
  • March 2012 - Publication
  • Summer 2012 - Submission
  • Autumn 2012 - Examination Hearing
  • January 2013 - Adoption

Minerals Core Strategy

  • Dates to be confirmed - work unlikely to recommence before July 2012.

However, the timetables set out in the MWDS 2012-2015 now supersede the above indicative timetable.
