Minerals development framework

The minerals development framework consists of a number of planning documents. The minerals and waste development scheme (MWDS) sets out which planning documents we intend to produce and gives the timescales. The two planning documents that relate to the minerals development framework are the minerals core strategy and the minerals site specific allocations.

Next stage - pre-publication draft

Since the revised spatial options consultation, the Department for Communities and Local Government has written to Waste Planning Authorities, advising that waste strategies need to be produced as quickly as possible. As the Warwickshire waste development framework is now a priority, it is unlikely that further consultation on the minerals development framework will take place until the waste core strategy has reached the submission stage. This is unlikely to be before the summer of 2012.

Further updates on future minerals core strategy consultation will be provided within the coming months.

Minerals core strategy - revised spatial options

We consulted on its revised spatial options document as part of the consultation on the minerals core strategy. The consultation ran from the 19th February 2009 to 8th May 2009.

The consultation period is now over. All consultation responses submitted are available for viewing on our consultation portal page. The responses to the representations are available with the comments made.

Revised spatial options consultation

This consultation sought comment on:

3 'Spatial options' proposed for siting mineral extraction within the County until 2026.
Key issues and policy principles for mineral development that have been re-assessed from previous consultations.
Sites that have been submitted as potential 'strategic sites' for inclusion in the minerals core strategy.

Previous work

A preliminary consultation on the minerals core strategy ended on 3rd April 2006. The views expressed in this consultation were considered in writing the minerals core strategy issues and options paper.

The formal 6 week consultation on the issues and options paper ended on 8th September 2006.

The representations submitted during the 6 week period were used to inform the preparation of the Preferred Options and Proposals Paper. The representations on the issues and sptions paper may be viewed at the Warwickshire County Council offices. If you wish to view them then please contact us.

The six week consultation period for the preferred options paper ended on Wednesday 14 March 2007. You were asked to give your views on the preferred options set out in the paper. The comments received during the Preferred Options consultation have been taken into account and will be used to inform the next stages of the plan.

Mineral development framework preferred options (msword, 2.2Mb)

Consultation on the submission draft paper was due to begin in June 2007. This was delayed, as we were required to produce a strategic flood risk assessment (SFRA) prior to submission. Details of the amended timetable are available in the minerals and waste development scheme.

However, following revised National policy guidance in June 2008, it was agreed with Government Office West Midlands that in order to deliver the strategy for Warwickshire it would be necessary to consider including 'strategic' sites in the core strategy, as well as consulting on spatial options for locating minerals development. This was a major change in direction and therefore required more detailed evidence and site information to be in place before the core strategy was submitted for examination.

A summary paper and request for sites document requested that landowners and developers came forward with potential 'strategic' sites for consideration as potential allocations in the minerals development framework. These submissions were then included in the revised spatial options document, consulted on between 19th February 2009 and 3rd April 2009.
