Minerals Core Strategy

Minerals Core Strategy - Preferred Options

Due to the large number and complexity of the responses received for the Revised Spatial Options consultation, we regret that there is now likely to be a significant delay to the next stage of the Minerals Core Strategy - the Preferred Options, due to commence November 2009.

Progress on the Minerals Core Strategy cannot proceed until all consultation responses have been uploaded on to the web and once all of the key issues raised have been addressed. The consultation responses will be available to view on the Consultation Portal webpage. The responses to the key issues will then be provided with the representations.

In light of this, we regret that it is unlikely that the next stage of consultation will commence before March 2010.

Further updates on the progress of the Minerals Core Strategy will be provided within the coming months.

Minerals Core Strategy - Revised Spatial Options Consultation

The Minerals Development Framework Core Strategy - Revised Spatial Options consultation commenced on Thursday 19th February. The consultation was originally proposed to finish on 3rd April 2009 but was extended to 8th May 2009. More information can be found on our Revised Spatial Options webpage.

The consultation period is now over. All consultation responses submitted will be made available for viewing on our Consultation Portal page.

The preparation of the plan had been delayed following the Preferred Options stage for reasons that are set out below. To date the following stages have been completed:

Preliminary Stage

A preliminary consultation has been completed, which asked what topics and issues are important to you.

Between 20th February 2006 and 3rd April 2006 we asked you for your views, set up a Minerals Development Forum, held a Minerals Development Consultation Workshop and held seven roadshows.

Issues and Options Stage

Issues and Options, the second stage of consultation, has been completed. You were asked for your views on the Minerals Core Strategy Issues and Options paper (PDF - 1.7 MB)

The consultation ran for a six week period from 28th July until 8th September 2006. During this time we held a minerals forum to gain the views of stakeholders involved in the minerals industry, a minerals workshop for the public to have their say and held seven 'drop-in' sessions at libraries across the county.

The responses (PDF - 1.6 MB) we received during the consultation period will be considered in the preparation of the Preferred Options and Proposals paper. Summary of responses (PDF - 251 KB)

Preferred Options Stage

The six week consultation period for the Preferred Options paper ended on 14 March 2007. We asked for your views on the preferred options set out in the Minerals Core Strategy Preferred Options paper (PDF - 2.3 MB)

The Questionnaire (PDF - 147 KB) is available to view.

There was also an online questionnaire which allowed the questionnaire to be answered and submitted to us online.

The completed questionnaires have been reviewed and the responces (PDF - 962 KB) can be found here.

Drop-in sessions (PDF - 24 KB) and information displays that were held at libraries across the county.

A Minerals Public Consultation Workshop was held on Saturday 3rd March 2007.

Next steps

Consultation on the Submission Draft paper was due to begin in June 2007. This was delayed, as we were required to produce a Strategic Flood Risk Assessment (SFRA) prior to submission.

Furthermore it was agreed with Government Office West Midlands that in order to deliver the strategy for Warwickshire it will be necessary to identify strategic sites. Therefore it is now proposed that a Core Strategy be produced which will identify strategic sites. No separate Allocations Development Plan Document (DPD) will be produced. This is a major change in direction and will require a lot more detailed evidence and site information to be in place by the time the Core Strategy is submitted for examination.

Summary Paper and Request for Sites

A Summary Paper (PDF - 4.3 MB) was therefore published in July 2008 explaining how the Minerals Development Framework had progressed since the change to the Minerals and Waste Development Scheme following the completion of the Preferred Options in March 2007. This re-assessed the issues in the light of new policy guidance. This is summarised in a covering letter (PDF - 79 KB) dated 30th July 2008.

Within this document we also requested that landowners and developers came forward with potential 'strategic' sites for consideration for allocation in the Minerals Development Framework. These are included in the Revised Spatial Options Document which was consulted on in betweem 19th February 2009 and 3rd April 2009. The deadline for sites to be put forward for consideration was October 31st 2008. A Site Allocation checklist (PDF - 70 KB) was completed for each site put forward. Any general comments about the Paper can be sent to us via post or email planningstrategy@warwickshire.gov.uk

Details of the amended timetable are available in the Minerals and Waste Development Scheme.
