Warwickshire Safeguarding Children Board (WSCB) is a statutory multi-agency partnership which exists to:
- Ensure that sound arrangements to protect children are in place in Warwickshire;
- Promote the welfare of children in Warwickshire;
- Achieve these objectives by promoting interagency cooperation and collaboration.
WSCB will do this by:
- Forming a view of the quality of local activity in safeguarding (including early help)
- Challenging organisations as necessary
- Speaking with an independent voice.
The members of WSCB are:
- WCC – five members (to include the Director of Children’s Services, the Head of Service for Learning and Achievement, the Principal Social Worker, the Head of Safeguarding)
- Warwickshire (and West Mercia) Police – two members (representing child abuse investigations and territorial policing)
- National Probation Service and Community Rehabilitation (one member for each)
- NHS England (one member)
- Clinical Commissioning Groups (one member for each)
- Youth Justice Service (one member)
- Public Health (one member)
- NHS Trusts and NHS Foundation Trusts8 (one member for each Trust operating in the area)
- CAFCASS (one member)
- District and Borough Councils (one member for each)
- The Chair of the Schools and Learning Sub-Committee (who shall be a headteacher)
- Lay members (two members)
- Voluntary and community sector (one member)
The board has several Professional advisors who attend meetings in a consultative capacity where this will assist the WSCB in its work:
- Designated Doctor and Nurse for Child Protection
- A senior lawyer from WCC’s legal service
- The Violence Against Women and Girls Development Manager
- The Education Safeguarding Manager
- Professional staff in the WSCB business team
The Independent chair is David Peplow, and the Development Manager is Cornelia Heaney.

WSCB produces inter-agency policies and procedures in relation to:
- Thresholds for intervention
- The action to be taken where there are concerns about a child’s safety or welfare
- Investigation of allegations concerning people who work with children
- The safety and welfare of children who are privately fostered,
- Co-operating with other LAs and partners in the region in relation to these matters.

WSCB also has a policy and strategy for training staff who work with children, and this can be found in the next section, below.
A Serious Case Review (SCR) is held when abuse or neglect is known or suspected, and either a child has died, or a child has been seriously harmed and there are questions about the way that agencies worked together to safeguard the child.
The Independent Chair of the Board publishes an annual report on the effectiveness of local arrangements to safeguard and promote the well being of children in the local area.

The emphasis on multi-agency training continues. Responsibility and commitment to access training touches us all on many levels; as professionals we all have a responsibility for our own professional development and learning, as managers we have a responsibility not just for our own development and learning but to that of the staff teams we manage, supporting them to access and attend training as well as enabling them to reflect on their learning through supervision processes and evaluating the impact of training on practice.
Our training packages have been very well received and evaluated by participants. Packages have been updated to ensure they reflect current research, government drivers as well as findings from serious case reviews, both nationally and locally.
In April 2015 the WSCB approved the publication of the new Training Strategy 2015-18. this strategy outlines the shape of the training over the next few years and also outlines the responsibilities of organisations and individuals within them in ensuring they are up to date with training. The WSCB subcommittee are committed to the ongoing review of learning activity across Warwickshire and as a result support the identification and production of new training courses to meet the needs and demands of our local children’s workforces. The subcommittee have introduced, through the new training strategy, a new tiered system of training which clearly stipulates the levels of training staff and volunteers in organisations need to access. for an overview of this please click the link below’

The Education Safeguarding Manager is Adrian Over. His role includes:
- Ensuring WSCB Interagency Child Protection Procedures are followed
- Monitoring Practice in Child Protection in Schools
- Making Guidance available to Schools
- Further Strengthening of Interagency Relationships
A major aspect of the role is delivery of training programmes for new designated teachers in Warwickshire – staff who carry a lead role for child protection in schools and a refresher package for teachers who have held this role for some time. Packages are also being planned for other school staff as concerns about children may come to the attention of anyone working in the school setting.
A further important development has been training on promoting safer employment practice in schools.
Ann Seal is the Taking Care Manager and works closely with the Education Safeguarding Manager delivering training programmes in schools in Warwickshire. As manager of the Taking Care Programme, a preventative approach to children learning about personal safety, Ann leads the promotion of Protective Behaviours with any professional working with children and families in the county.
Why review child deaths?
Since April 2008 the law requires that the deaths of all children aged 0-17 years, irrespective of circumstances, must be reviewed by a multi- agency Child Death Overview Panel, working to the Local Safeguarding Children Board (LSCB).
The LSCB also has a responsibility for putting in place procedures for ensuring that there is a coordinated response by the authority, their Board partners and other relevant persons to an unexpected death.
What does the Child Death Overview Panel do?
The panel will collect and analyse information about every child’s death to identify any learning and will recommend any changes or improvements to services for children that might prevent similar deaths in the future. Any recommendations made are passed on to the organisations that are responsible for planning and managing services for children locally, as well as to other relevant agencies.
Who sits on the Child Death Overview Panel?
A Consultant Paediatrician, Public Health Consultant, Midwifery, Health Visiting Service, Police, Education, Children’s Social Care and a Local Authority Solicitor. Other professionals may be invited to give specialist advice where needed.
How does the panel report on its findings?
Lessons learned and recommendations made are outlined in the Child Death Overview Panel Annual Report which is available on this website.
Can parents, family members and carers contribute to the review?
Yes. Parents, family members or carers will be informed of the process and will be given the opportunity to contribute to the review and ask questions. A leaflet explaining the process is available on this website.

The Protocol has been developed between Warwickshire Police, Warwickshire County Council, and Warwickshire Safeguarding Children Board. The aims of the protocol are to assist in developing robust responses by partner agencies to children and young people who are at risk of going missing from home or care or who are already doing so. It is hoped that the Protocol will help engage partner agencies in developing preventative services for children and young people who are at risk of running away.
The full protocol document can be found in the interagency procedures at appendix 21. The Protocol explains the responsibility of all agencies, if it comes to their attention that a child is missing from home or care. Firstly, they must advise the parent/carer of their need to report the matter to the Police. They also need to advise the parent of the agency’s duty to ensure that the matter is reported to the Police and if necessary follow this up by contacting the Police to verify that the child has been reported missing.

Warwickshire Health Economy has identified key professionals – including doctors, nurses and midwives – who provide an important source of advice and expertise on child protection for health colleagues and professionals in other agencies. They are a focal point for promoting good practice in safeguarding children.
Acting with other professionals when necessary, the Designated and Named Professionals are responsible for:
- advice and support
- Child protection/supervision
- delivering training
- quality audit and monitoring
- promoting practice development
- ensuring staff have appropriate legal advice where necessary
Referrals to the Local Authority Designated Office (LADO) should be made where there are concerns that someone who works with children may have
- Behaved in a way that has harmed, or may have harmed, a child;
- Possibly committed a criminal offence against, or related to, a child; or
- Behaved towards a child or children in a way that indicates that they may pose a risk of harm to children.
These referrals should be made on the Position of Trust Multi-Agency Referral Form (POT MARF), and emailed to the LADO at their direct email address which is firstname.lastname@example.org.
