Sarah Duxbury The HR / OD’s purpose is to ensure that we have the workforce that it needs to deliver its objectives, that it is motivated, developed, and works to ensure that delivery and that the services provided within those objectives reflect the needs of the different groups and communities who live in Warwickshire. Workforce Strategy & Organisational Development (internal access only)

  • Manages change effectively by ensuring that structures, ways of working and employee relations are in place that support the council’s objectives
  • Manages staff performance by ensuring that effective planning and appraisal arrangements are followed throughout the workforce and that a coherent competency framework is applied
  • Engages the workforce by collecting the views and contributions of the whole workforce, analysing these and visibly acting upon them
  • Provides a comprehensive and integrated learning and development offer that equips the workforce to meet the Council’s objectives

The HR Advisory Service (internal access only)

  • Terms and conditions of employment, including contractual issues, employment law, equality & diversity and retirement / pension matters,
  • Disciplinary, performance and grievance issues, including procedural advice, support to investigations, employment law advice and support to formal internal and external hearings,
  • Redundancy, redeployment and transfers of undertakings, working alongside HR Business Partners to address statutory processes, trade union liaison and employment law,
  • Job evaluation and pay grading, including the design and implementation of corporate grading processes,

Equality and Diversity (internal access only)

  • Provides advice and guidance in ensuring the Council meets its statutory equalities duties, including the Public Sector Equality Duty, by embedding equality and diversity into service provision, employment and community support,
  • Provides information and training to staff on their responsibilities for equality and diversity.

Health, Safety & Wellbeing Service (internal access only)

  • Provide a core and statutory service providing in-house competent occupational health and safety advice for WCC employees in accordance with The Management of
  • Health and Safety at Work Regulations; and counselling support.
  • Deliver the Health, Safety and Wellbeing Service in accordance with WCC’s vision, ambitions, priorities and relevant business plans.
  • Implement an effective occupational health, safety and wellbeing management system (i.e develop policies, procedures, supporting guides/templates, deliver/provide training, etc) to enable legal compliance, WCC good practice and continuous improvement.
  • Raise the profile, importance and relevance of health, safety and workplace wellbeing within WCC so as to embed a positive culture.

The HR Service Centre undertakes all HR transactions (internal access only)

  • Processing new starters, leavers and pay variations
  • Maintenance of employee records and information, including the completion of statutory information returns
  • Recruitment administration, including advertisement placement, processing applications, managing the candidate experience and ‘closing’ recruitment campaigns
  • Administering the redeployment process
  • Undertaking safeguarding and other pre-employment checks, including references, CRB checks and medical clearance
