European & International Strategy: 2007-2013

Introduction
The new Strategy was approved by Warwickshire County Council's Cabinet in June 2007. It sets out our response to the changing European and international agenda, and provides a policy framework for future European and international engagement and activity.

WCC’s historical European focus, like that of many UK local authorities, has been on funding. Over the past 20 years many millions of pounds of EU funding have made a major contribution to the economic, social and environmental regeneration of some of Warwickshire’s priority communities and helped transform the local economy.

More recently, we have been involved in a number of broader ‘transnational’ projects and initiatives which have different, but equally relevant, benefits to the County Council and Warwickshire residents. This new Strategy builds on that success.

The aim
of the new Strategy is ‘To maximise the benefits of EU membership and international engagement for Warwickshire citizens, schools, businesses and organisations’. It supports the delivery of the Warwickshire Local Area Agreement (LAA) and WCC Corporate Objectives.

The Strategy is based on the following four strategic objectives:
  1. Influencing Policy - to work in partnership to influence European policies and funding programmes in the interests of Warwickshire.
  2. Maximising Funding - to use EU and other relevant external funding to deliver WCC Corporate Objectives.
  3. Engagement - to take part in European and international partnerships, projects, networks and activities of benefit to Warwickshire.
  4. Young People - to equip children and young people for life in a global society and work in a global economy.

Context - Global to Local
The Strategy has been prepared in the context of a number of International, European, national, regional, sub-regional and local influences, challenges and opportunities. These can be seen in the full document by clicking on the link above.

Implementation
An annual Action Plan will be developed to support the delivery of the objectives.

The Regeneration Strategy & Europe Group (part of the Environment & Economy Directorate) is the corporate lead on European and international policy. The Children, Young People and Families Directorate has overall responsibility for strategic, objective four. Responsibility for specific actions in the Action Plan rests with the relevant Group.
