Adult and Community Services Overview and Scrutiny Committee is chaired by Frank McCarney and is made up of 12 members.

Cllr McCarneyThe aim of the committee is to assist the County Council to achieve its policy objectives and to promote continual improvement in service provision.

There are sharp contrasts in the nature and range of adult and community services. Individual and vital social care and support packages are provided to meet the assessed needs of vulnerable people. By contrast adult learning and library and heritage services are valued as available to the public in general.

The committee exercises a monitoring role with an awareness of the benefits of effective partnership working with other agencies.

There is a commitment to explore and examine ways of developing the social care economy and of strengthening the limited markets in parts of the County.

Current Issues


Current Work Programme

On 15th October 2008 (10am Shire Hall Warwick) the Committee with be holding a special meeting to look at the Government's consultation on the long term future funding of the care and support system ('case for change').

Other issues in the pipeline include joint reviews with the Health OSC on mental health and falls prevention, a joint review with Children Young People and Families OSC on the transitional arrangements for autistic young people to adult social care services, a joint review with Coventry City Council on joint health and social care commissioning, and building robust arrangements with the new Warwickshire Local Involvement Network (LINK).



What has Scrutiny Achieved (In 2007/08)

2007-08 was a busy year for the committee.

2007-08 Annual Report

October 2007 saw the completion and publication of our report into dementia care for older people. We agreed an action plan to respond to the recommendations in the report at our 13th February 2008 meeting.

November 2007 saw the publication of our report 'Independence through Outcomes' - a review of home care in Warwickshire. Cabinet endorsed the recommendations of this report at its meeting on 6th December 2007. We agreed an action plan to respond to these recommendations at our 5th March 2008 meeting.

In November 2007 we also reviewed progress on the recommendations we made in respect of older people and residential care. We were pleased to see the progress being made by a number of new developments e.g. Care Ambassador Scheme to promote social care as a profession to young people, the community pharmacists scheme to provide care homes with 10 or more beds with improved support in medication management, various initiatives to improve nutrition, meals and mealtimes.
