There are a number of ways the public can be involved in the scrutiny process. You can attend overview and scrutiny committee meetings and ask questions during public question time. In addition you can listen to the evidence being submitted and the discussions of Councillors. If you have particular information about an issue the committee is looking at you may be invited to speak on that issue if the Chair agrees. Alternatively you can always send comments in writing. Sometimes the committees will carry out their own public consultation if they feel they do not have sufficient information about the issue they are looking at. This may take a number of forms through surveys, public meetings etc. The committees welcome feedback from members of the public.

Access By The Public To Meetings - Members of the public may attend all meetings subject only to the following exceptions:

Confidential information - requirement to exclude public - Confidential information means information given to the Council by a government department on terms which forbid its public disclosure or information which cannot be publicly disclosed by law or by court order.

Exempt information - discretion to exclude public - Exempt information means information falling within one of 7 categories set out in legislation. Usually, though not exclusively such issues will mostly relate to:

    maroon square bullet Commercial Sensitivity
    maroon square bullet Personal Sensitivity

Public Question Time

The agenda of every overview and scrutiny committee has time set aside for members of the public and local organisations to ask questions about public services relating to the work of the committee. The general areas that each committee covers are set out on their individual webpages. Questions should be notified in writing and received by the Chief Executive at least five working days before the meeting. This is to allow us the opportunity to contact the people who may be able to provide you with an answer at the meeting. Each question must give the name and address of the questioner and the name and date of the meeting to which it is to be put. Unless otherwise agreed by the Chair, the public question and answer session will be limited to thirty minutes.

The questioner may ask a maximum of two questions and may ask an extra question at the meeting. Each questioner has a maximum of three minutes to speak.

The Chair has the power to manage the public question and answer session and has the discretion to reject any questions which have already been answered, are not relevant to the business of the committee or are unsuitable.

Answers may take the form of either a direct answer or reference to a publication. Where an answer cannot immediately be given or there is not enough time, a written answer may be given to the questioner soon after the meeting.
