Every local authority that's responsible for education must have a "Scheme for the Financing Schools". This Scheme defines the financial relationship between the local authority and the schools in its area. This is Warwickshire's Scheme, which amongst other things covers items such as the banking, accounting and audit arrangements for schools. DCFS guidance describes what is to be included in Schemes; amendments to Schemes are approved by the Secretary of State.
The Scheme has been updated to reflect the directed revisions made by the Secretary of State in January 2007. The changes made to the Scheme are as follows:
