The overview and scrutiny committees at Warwickshire have a similar role to that of Parliamentary Select Committees. Just as the Parliamentary Select Committees are expected to scrutinise the work of Government departments and to consider and report on draft legislation, our committees look closely at the work of the council's directorates and policies as well as looking at decisions the council has made to ensure that these have been made in the best interests of the community. The overview and scrutiny committees are expected to hold the Executive to account for its decisions and investigate weak policies or services, making suggestions for their improvement.
In terms of health scrutiny, the health overview and scrutiny committee specifically reviews services not only provided by the council, but also those provided by our health partners in the health service.
The overview and scrutiny system sits alongside a number of other structures in ensuring that democratic governance requirements are met within Warwickshire. Scrutiny in Warwickshire is conducted primarily though seven Overview and Scrutiny Committees:
Resources, Performance and Development
Community Protection
Environment
Economic Development
Health
Adult and Community Services
Children, Young People and Families
In addition there is an Overview and Scrutiny Co-ordinating Group. The role of this body is to liaise with the Overview and Scrutiny Committees over their respective work programmes, to ensure that there is efficient use of the committees' time, and that the potential for duplication of effort is minimised.
