Planning and Development

As from 28th September 2004 Parts 1 and 2 of the Planning and Compulsory Purchase Act took effect. This means that the Regional Spatial Strategy now becomes part of the statutory development plan, which will guide the nature of development across the West Midlands (2001-2021). The Warwickshire Structure Plan , the Waste Local Plan and the Minerals Local Plan were saved for a period of 3 years after commencement of the Act, until September 2007. Details of which policies have been saved beyond September 2007 are included on the web pages for the respective local plans.


Strategic planning is about working with Borough and District Councils in Warwickshire and the West Midlands Regional Assembly to ensure a balance between the different types of development, such as housing and employment, around the County.

It is the responsibility of the Planning Policy team to produce the following plans:

Minerals Development Framework

We also work closely with the Warwickshire Observatory to monitor our current and emerging plans. Details on the progress of these plans can be found here.


In addition the Planning Policy team is closely involved with work surrounding the Warwickshire Local Transport Plan.



Many aspects of new development proposals need to be co-ordinated to ensure the best possible outcome for the community, effective assistance to developers and the best use of resources in the Council's corporate interest.

It is possible to monitor the progress of planning applications for
minerals and waste from this web site and to view maps and drawings. There is also information on planning appeals, planning enforcement and how to comment on a planning application. It should be noted that applications relating to issues such as householder developments, new housing and employment are dealt with by the Boroughs/Districts and therefore any enquiries for such developments should be addressed to them directly.
