Strategic Planning



The commencement of the Planning & Compulsory Purchase Act took place on 28th September 2004. Following this date certain plans had to be significantly changed and this is reflected in the titles used to describe them (e.g. Local Plans will be called Local Development Frameworks and Regional Planning Guidance will be called Regional Spatial Strategies.) Other plans will be phased out (e.g. the Structure Plan) but are "saved" for 3 years following commencement of the Act.

The following table lists all the land-use documents that will either be directly produced by the County Council or will impact on Warwickshire's land-use planning responsibilities. The table also takes into account the changes to the titles of theses plans, pre- and post-commencement of the Act.

Explanation
Annual Monitoring Report (AMR)This is produced each December and shows how policies performed in the previous financial year.


Examination in Public (EiP)


To cease due to the abolition of the Structure Plan


The tribunal type proceedings whereby particular issues arising from the deposit draft Structure Plan proposals are discussed (by invited participants) before an independent panel appointed by Government. The panel subsequently reports to the County Council on the EiP outcome.
Minerals Local PlanMinerals & Waste Development Framework (MWDF)Detailed statutory land use plan produced by the County Council setting out specific policies and proposals to be applied to planning applications for mineral working and waste disposal facilities. Mineral working includes sand and gravel, hard rock and open cast coal. Waste disposal facilities may include landfill sites, incinerators and recycling depots, amongst others. The Minerals & Waste Development Framework consists of several Development Plan Documents e.g. Core Strategy; Site-specific Allocations; Area Action Plans.
Planning Policy Guidance (PPG)Planning Policy Statement (PPS)Notes setting out the Government’s policies on different aspects of planning. Local authorities must take them into account in preparing their development frameworks.
Regional Planning Guidance (RPG)Regional Spatial Strategy (RSS)The Government’s Regional Planning Guidance for each of the administrative regions in England. The Regional Planning Guidance for the West Midlands (RPG11) was adopted in June 2004.
Structure PlanTo ceasePart of the statutory development plan required by law (Town & Country Planning Act 1990, as amended Sections 31 - 35c) sets out the broad framework for planning at the local level and provides a strategic policy framework. It also ensures consistency with national and regional guidance. Structure Plans should also secure consistency between local plans for neighbouring areas.
Sustainability Appraisal (SA)All plans have to undergo a SA in order to appraise the social, environmental and economic effects of the policies in DPDs. The SA supersedes the Strategic Environmental Assessment (SEA).
Waste Local PlanTo be incorporated into Minerals & Waste Development FrameworkDetailed statutory land use plan produced by the County Council setting out specific policies and proposals to be applied to Planning Applications for waste disposal facilities such as landfill sites, incinerators and recycling depots.
Core StrategySets out the key elements of the planning framework for the area; includes a spatial strategy, core policies and monitoring and implementation framework. Once adopted all other plans must conform with the core strategy.
Development Plan Documents (DPD)Each DPD will make up the Minerals & Waste Development Framework. The first DPD to be produced should be the Core Strategy with all other DPDs being in conformity with it. Examples of other DPDs are Site Specific Allocations, Adopted Proposals Map, Area Action Plans etc.
Local Development
Documents (LDD)
A Local Development Framework consists of several Local Development Documents. Some of these will be Development Plan Documents as defined above. Others will only be LDDs e.g. Supplementary Planning Documents and the Statement of Community Involvement.
Statement of Community Involvement (SCI)The statement sets out the Local Authority’s standards for involving the community in the preparation and future review of all DPDs and planning applications.

consideration of wider issues.

Strategic Authority
County Councils or Unitary Authorities provide strategic advice and guidance on planning and other issues.

Sustainability
The process of moving towards Sustainability is often referred to as sustainable development. A widely used international definition of this is 'development which meets the needs of the present without compromising the ability of future generations to meet their own needs'.
