JANUARY 2010 Procurement Process– Invitation to submit outline solutions short list revealed Project Transform has made the first cut in the shortlist for the contract for a new sub-regional residual waste treatment solution. The selection was made after rigorous scrutiny by the partnership of the track record of the interested contractors. The procurement began with 13 submissions from companies/consortia bidding for the contract (the Pre Qualification stage) and this has now been cut to 8. Bidders were informed of the outcome of the process on Thursday 7 January. All companies/consortia going forward have a track record of successfully delivering large waste infrastructure projects. The successful companies/consortia will now go through to the Outline Solutions Stage where they will develop their proposals. These will then be assessed by the Project Transform team. Chairman of the Member Advisory Panel for Project Transform, Councillor Mrs. Kate Wild said: “This is an important step forward in the process of obtaining the best long-term solution for treating our residual waste. We are confident the bidders selected will offer sustainable solutions and we look forward to seeing their proposals.” Director of Project Transform, John Daly said: “All solutions submitted by the bidders will be assessed using the evaluation criteria approved by Councils comprising the Project Transform partnership in December 2009. All proposals offering a financial and environmentally sustainable solution will be considered.” A new waste treatment facility is set to be built by 2016 and will serve the one million people of Coventry, Solihull and Warwickshire. Note: Project Transform is a partnership between Coventry City Council, Solihull Metropolitan Borough Council, and Warwickshire County Council. The councils are working together to develop sustainable waste management solutions for the one million residents of the sub-region. A key part of this work is the development of a new waste treatment solution which will treat waste that cannot be usefully reused or recycled. In order to achieve a long-term solution, Project Transform applied for PFI credits by putting forward an Outline Business Case (OBC) to the Department of Environment Food and Rural Affairs (Defra). In June 2009 Project Transform was awarded of £129m in PFI funding. The Project to design, build, finance and operate a new facility, at an estimated cost of over £1 billion, is being procured via the European public procurement process.
