Warwickshire Strategic Planning Monitoring

The
Planning and Compulsory Purchase Act (Parts 1 and 2) took effect from 28th September 2004. As a result, the Regional Spatial Strategy (formerly Regional Planning Guidance, RPG11) became part of the Statutory Development Plan, which will guide development across the West Midlands (2001-2021).

The Planning and Compulsory Purchase Act (2004) abolished Structure Plans and Local Plans, as of September 2004. However, the current plans for Warwickshire will be 'saved' until September 2007:
Warwickshire Structure Plan (WASP) Monitoring

The Warwickshire Structure Plan (WASP) covers strategic land-use planning over a 15-year period. It sets out broad principles for development in Warwickshire over the period 1996-2011. Although it will not be updated in the future, it will be 'saved' until September 2007 and we are continuing to monitor the implementation of its policies.


The WASP Monitoring report (1996-2003) reports on the implementation of the WASP policies and to what extent the District and Borough Councils are meeting their allocation of employment and housing land.

The WASP Monitoring Report (1996-2001) is a baseline report on the Warwickshire Structure Plan.

Warwickshire Minerals & Waste Monitoring

As part of the new planning system which came into effect following the commencement of Part 2 of the Planning and Compulsory Purchase Act (2004), the current Minerals Local Plan for Warwickshire (1995-2005) and the Waste Local Plan for Warwickshire (1995-2005) will be progressively replaced by new Development Plan Documents (DPDs) within the Minerals and Waste Development Framework. This is being developed by Warwickshire County Council's Planning Policy Unit - for more information refer to Planning & Development - Emerging plans.


Warwickshire County Council is required to produce an Annual Monitoring Report as part of the portfolio of documents within the new Minerals and Waste Development Framework.

The first "Minerals and Waste Development Framework Annual Monitoring Report 2004-05" was published in December 2005 and is available to download - Annual Monitoring Report.
The second annual report is currently being written and will be available to download from this page by the end of the year.

Local Development Framework
Annual Monitoring Reports
As part of the new planning system, each District/Borough has to prepare an Annual Monitoring Report (AMR) on their Local Development Framework. This report must be submitted to the Secretary of State by the end of December each year. It should include an assessment of progress on the preparation of the various documents within the Local Development Framework (measured against the timetable given in the Local Development Scheme) and report on a range of national, regional and local indicators and consider whether policies are working successfully or having any unintended consequences.
