Decriminalised Parking Enforcement (DPE)

Residents Parking Schemes

It is recognised that the levels of enforcement of DPE can cause problems for residents living on streets close to the centre of town. This can be true for residents living on streets with or without parking restrictions. Those without restrictions could find workers parking all day whilst those with restrictions would not be able to park on the street outside their property as and when they want. Therefore the County Council proposes Residents’ Parking Schemes to protect residents from such experiences.

The Residents’ Parking Scheme makes use of an appropriate length of time restriction on street to make all-day parking illegal but can provide permits to residents on that street to exempt them from such a restriction. The permit, once purchased, therefore allows parking free of charge (including within certain Pay and Display areas) at all times within any of the parking places on any of the streets in your zone.

Each residence within a Residents’ Parking Scheme is eligible for up to 3 residents’ permits registered to the owner’s address and vehicle (or company car if confirmed by their employer). One visitor’s permit is also available that can be used on any visiting vehicle.

Residents’ Permits are applicable for cars, light goods vehicles and motorcycles. Permits are not issued for lorries and other large goods vehicles.
