Growing our own woodfuel, Warwickshire County Council, May 2010
A report looking at how Warwickshire County Council can provide and grow its own woodfuel supply for it's current and potentail future biomass boiler installations with the added possibility of fuel sales into the wider biomass market.
WBS Final Report, Influence of Energy Security and Peak Oil on WCC Services (pdf, 2.31 mb). Oct 5th 2010. This study analyses the influence of UK Energy Security and Peak Oil as drivers impacting on Warwickshire County Council (WCC) activities. The questions addressed by the study are what UK Energy Security and Peak Oil are all about, why they matter, how they impact on WCC, and what the authority’s next steps should be. Warwickshire County Council is happy to share this report in good faith with its partners, outside bodies and individuals in order to help raise awareness in this increasingly important area. WCC’s overall objective is to better understand the issues and support future business planning in a changing world.
The Green Deal, energy savings for homes and business (pdf, 3144 kb ) Housing and business premises in the UK are throwing away up to £3 billion of energy every year. Many homes are poorly insulated, our appliances are left on standby, and thermostats are used inefficiently. That means most families and businesses are spending more on gas and electricity than they need to.
Smarter Finance, (pdf, 1844 kb) guidance on the use of financial models to deliver greater carbon savings.
Lloyds Chatham House Sustainable Energy Security, (pdf, 1418 kb) 360 Risk Insight - Strategic risks and opportunities for business. This report should cause all risk managers to pause. It outlines, in stark detail that we have entered a period of deep uncertainty in how we will source energy for power, heat and mobility, and how much we will have to pay for it.
Renewable and Low Carbon Energy Resource Assessment and Feasibility Study - Warwickshire and Solihull (pdf 4775 kb). The study has been conducted on behalf of the Local Authorities of Nuneaton & Bedworth BC, Stratford on Avon DC, North Warwickshire BD, Rugby BC, Warwick DC, Warwickshire CC and Solihull MBC. It aims to inform about the potential viability and deliverability of various low carbon options in accordance with the requirements of Planning Policy Statements 1 and 22.
Mapping hydropower opportunities, technical report. The UK has committed to an ambitious target of generating 15 per cent of its energy from renewables by 2020, and, whilst small-scale hydropower is not expected to play a major role in this, the ambition is such that all sources of renewable energy are expected to deliver their maximum sustainable potential. The Environment Agency supports these targets, and has committed to working constructively with the hydropower industry to balance the benefits and impacts of hydropower.
Hydropower - Non-technical project report
Non-technical project report. This project assesses and maps opportunities for hydropower in England and Wales and the basic environmental sensitivity associated with exploiting them.
Opportunity and environment sensitivity mapping for hydropower in England and Wales, Annex – Regional Data Part C. The report (dated 8th Febuary 2010) has been prepared by Entec UK as the main output of the Mapping Hydropower Opportunities project (commissioned January 2009). The key aim of the project was to provide a comprehensive national assessment of the potential for small-scale hydropower alongside the key environmental sensitivities that need to be addressed to unlock this potential. The report gives a national overview, and does not replace the need for a site by site assessment.
Renewable and Low-carbon energy capacity methodology for the English Regions, Jan 2010. Presents a robust methodological approach and criteria for identifying the opportunities and constraints for renewable energy deployment in any given area at a strategic level.
Small-scale renewables and low-carbon technology. Non-domestic permitted development review. This report outlines issues and includes recommendations as to how permitted development rights in England and Wales might be amended to allow for the greater uptake of small-scale renewable energy generation devices and low carbon technologies, such as wind turbines, solar panels and combined heat and power systems in non-domestic land use without having a significant impact on either people or the environment.

Planning Officers Handbook
Please note that although the draft criteria based policies were overseen by a steering group of local authority officers at the time, due to the timing of the project (the government had not issued the final version of PPS22 at that time) the draft criteria were never submitted to Members at regional or local level for consideration or approval. The above therefore has no planning status. the draft document was also prepared in advance of the Companion Guide to PPS22 which subsequently covered a lot of similar ground.
However, as a guide to the planning issues which may be relevant when considering planning applications for renewable energy developments the above may provide useful background information. |
