Three Stars and "Improving Well"!
Warwickshire County Council is improving well and demonstrating a 3 Star overall performance according to the latest Comprehensive Performance Assessment (CPA) results 2007.
CPA is the Audit Commission’s current regulatory framework. It is used to measure how well all local councils are delivering and improving services to local people and communities.
There are two dimensions to this assessment: overall performance, rated from 0 to 4 stars, with 4 stars being the highest; and “direction of travel”, for which the ratings are “improving strongly”, “improving well”, “improving adequately”, “not improving adequately”, and “not improving”.
CPA allocates its overall rating by looking at a council’s:
- use of resources (how well the Council manages its finances and provides value for money) - this shows we are 4 out of 4
- work with children and young people (performance in providing children's services, such as children's education and social care) - score of 3
- adult social care (performance in adult social care services) - score of 3
- culture (performance in services, such as libraries and leisure) - score of 2
- environment (performance in services, such as transport, planning and waste) - score of 4 out of 4
- fire and rescue service (performance in the fire and rescue service) - score of 2
- corporate capacity to improve services (What the Council, together with its partners, is trying to achieve; what the capacity of the Council, including its work with partners, is to deliver what it is trying to achieve; and what has been achieved) - score of 3
Warwickshire’s 3-star rating reflects the Audit Commission’s judgement that services are generally good and improving, and the “direction of travel” score shows that Warwickshire is “improving well” overall.
Leader of Warwickshire County Council, Councillor Alan Farnell said: “I am delighted that the Audit Commission have judged Warwickshire County Council to be a local authority that is improving well.
“Our investment in Adult Services is delivering more choice for older people, educational attainment is above the national average, and we are also making good progress in pursuing a sustainable environment. Our result shows that our services are really delivering in our priority areas.”
