How?

Project Transform is a large project and the Councils have to follow the Public Contract Regulations 2006 to ensure fair and equal competition for companies within the European Union.

At the start of the process in 2009 the Project advertised a Contract Notice in the Official Journal of the European Union (OJEU Notice) to invite interested companies to formally express an interest in building a waste treatment facility.

Developing a new residual waste treatment facility is a complex process, so we are following the Competitive Dialogue procurement procedure. This is a selective process where the number of bidders are reduced as the process progresses. This enables us to carry out detailed negotiations to ensure that we get the right waste treatment solution for the sub-region.

The company remaining at the end will be the one that has proven that it can provide the best value for money solution that meets the requirements of each of the Councils. The assessment will be based on strict evaluation criteria that takes into account how well they can deliver a solution, as well as environmental and economic factors.

The selection process will take two and a half years. This is to ensure that we get the best outcome for the Councils and residents of the sub-region.
In 2012 the contract will be awarded to the successful company and a new facility will then take approximately three years to build. Additional time will also be allocated to obtain the necessary planning permissions and environmental permits required to develop and operate a waste treatment facility.

It is anticipated that a new facility will be operational by 2016 at the earliest.
