Tackling Inequality - Narrowing the Gaps Children & Young People Addressing inequalities in the County is a major theme throughout this block. Of the 20 outcomes contained in this block at least 5 make explicit reference to narrowing the gaps: CYP 2 (teenage pregnancy), 4 (infant mortality), 10/12/13/15 (educational attainment – and attendance including the attainment and attendance of some pupils from particular BME and new/emerging communities). Narrowing the Gap is also implicit in many to the other outcomes such as promoting health, reducing fear of crime (particular issues in the north of the county) and improving access to services through extended schools, children centres and early intervention networks. Safer Communities Narrowing the gaps is an underlying theme for the block as all ten targets will only be achieved through the prioritisation of focus and resources to those areas where need is most. Specific reference can also be found in outcomes Sa 3-5 where particular focus is given to address the needs of domestic violence, race hate and the perception of crime amongst both the young and older people Stronger Communities Whilst the underlying vision for the Warwickshire LAA is narrowing the gaps -it is within this block that the foundations of reducing inequalities are addressed through the four outcomes of empowering communities, promoting access to facilities and services, community cohesion and inclusion and seeking to meet local housing needs. Healthier Communities & Older People All five outcomes within the block can be linked to narrowing the gaps in Warwickshire. Reducing Health inequalities (HCOP 1) and Promoting Healthier Lifestyles (HCOP 4) refers specifically to the north-south disparity that exists within the County. Specific support to groups is also evidenced through outcomes relating to Supporting People (HCOP 2) and Independence and choice (HCOP 5) and work on delivery planning will seek to identify appropriate solutions for the diverse communities of the county. Economic Development & Enterprise Inequalities in accessing opportunities across the County are markedly evident within this block, illustrated by significant disparities in skills levels, job opportunities, wage rates and other indices of economic exclusion. Interventions to build on the inherent advantages of Warwickshire (benchmarked against the generally more prosperous South East), and ensuring a knowledge economy and investment in higher level skills and jobs are made more socially inclusive and accessible to local people are cornerstones for this block in helping narrow the gaps between communities and individuals in greatest need in the county, including responding to the specific needs of the diverse communities of the county. It has thus been recognised that narrowing the gap under this block can provide the foundation for narrowing the gap across many of the other blocks. Climate Change & Environment Whilst many of the outcomes have a universal application, references to the quality of the built environment and liveability demonstrate an attempt to apply a Countywide consistency to local environmental challenges.
