| The County Council's Policy on the Provision of Pedestrian Crossings and Pedestrian Phases at Traffic Signals |  |  |  |
In order to achieve a consistent approach in assessing the need for a new pedestrian crossing, and to ensure an effective use of available funding, we will assess the level of need by :-
1. Measuring the degree of conflict between pedestrians crossing the road and the two-way traffic flow, and
2. We will also take into account the following factors :-
- the age and ability of pedestrians;
- the different types of vehicles in the flow of traffic;
- the length of time pedestrians have to wait to cross;
- the width of the road;
- the speed of traffic and
- the pedestrian injury accident record at the site.
The level of justification is the essential starting point in comparing different sites.

- Identify a possible site for a crossing.
- Let us know the reasons why a crossing is needed.
- Write to us at the address below or email us.

| What we will do |

- We will visit the site to see if it is feasible to locate a crossing at, or near, your preferred location.
- We will carry out a 12 hour classified pedestrian and vehicle survey between 7am and 7pm along the stretch of road approximately 50 metres either side of the requested location.
- We will carry out a site assessment, assessing each of the factors listed above.
- We will use information from the survey and the site assessment to calculate the numerical level of justification for a crossing and therefore determine whether a crossing should be used and, if so, which type of crossing is appropriate in accordance with the County Council’s Policy.
- To justify a signal-controlled crossing it will be necessary to demonstrate a much higher level of need than a refuge.
- We will consider a Zebra crossing at the intermediate level of need.
- The type of crossing to be provided will also be subject to engineering considerations.
- We will inform you of the result of your request.
- If a crossing is justified, we will add it to our list of schemes awaiting funding.
Provision of Pedestrian Phases at Traffic Signals
- We will investigate the need for a pedestrian phase at an existing traffic signal junction in a similar way to a new pedestrian crossing, as described above.
- We will consider each junction individually as the introduction of a pedestrian phase reduces the time available for traffic and at busy junctions can result in long queues of vehicles.
