Background

In order to receive funding from the Government to build a new waste treatment facility we had to develop a ‘reference case’ on which to base our costs. This meant that we had to provide an example/model of a possible facility that could meet Coventry, Solihull and Warwickshire’s waste management needs.

As detailed in our Outline Business Case, the reference case developed for Project Transform was based on Energy from Waste technology with the facility being developed on land next to the existing Energy from Waste facility in Coventry.

As part of the development of the reference case we carried out a detailed analysis of over 80 potential locations for waste treatment facilities within the sub-region. After carrying out this detailed assessment, we selected the land next to the London Road plant in Whitley, Coventry as our reference site.

Why Whitley?
  • It already has a well-established, existing facility
  • It is an ideal location – Coventry is central to key centres of population in Warwickshire and is in close proximity to Solihull.
  • It has excellent transport links.
  • It has existing infrastructure that could be re-used e.g. Grid connections and heat networks.
  • All three partners already send residual waste to the existing EfW facility in Coventry.
  • By having a site available we create a level playing field for all companies who wish to build a facility. It ensures fair competition and we therefore get the best possible solution on how we dispose of our waste.
The Proposed Site

The proposed site is next to the existing facility and is owned by Coventry City Council.

We have carried out various studies to make sure that the site is suitable for developing and we are continuing to consult with experts to ensure that any potential environmental impacts are assessed.
