The Waste Development Framework consists of a number of planning documents. Our Minerals and Waste Development Scheme sets out which of these planning documents we intend to produce between 2004 and 2007. Two of the planning documents that relate to the Waste Development Framework are the Waste Core Strategy and the Waste Site Specific Allocations.


The preliminary consultation on the Waste Core Strategy took place in August 2005.


The first formal 6 week period of consultation on the Issues & Options paper of the Waste Core Strategy ended on 10th April 2006.


The 6 week consultation period on the Preferred Options and Proposals paper finished on the 11th October 2006. The comments received during the Preferred Options consultation are currently being considered and will inform the preparation of the Submission Document.


Consultation on the Submission Draft paper was due to begin in January 2007. This has now been delayed, as we are required to produce a Strategic Flood Risk Assessment (SFRA) prior to submission. Details of the amended timetable are avaliable in the MWDS


Following discussions with Government Office West Midlands it has been necessary to take the Waste Core Strategy back by two steps to enable us to consult on the Spatial Options element of the Strategy. This has resulted in a consultation document being produced that was peresented to Cabinet on 22nd May for its approval.


Consultation on the Waste Core Strategy - revised spatial options was planned for June 2008. In parallel to work on the Waste Core Strategy, the County Council is working with sub-regional partners, Coventry City Council and Solihull Metropolitan Borough Council, in bringing forward a share residual waste treatment facility known as "Project Transform". This work is in the early stages with an Outline Business Case submitted to the Department for Environment, Food and Rural Affairs for PFI credits at the end of October. Therefore, in order to ensure that any spatial planning implications in Warwickshire of a joint facility are incorporated into the Waste Core Strategy, the planned consultation has been delayed. It is expected that a revised timetable for the work on the Waste Core Strategy will be available in early 2009.



Work on the Waste Site Specific Allocations has as a consequence been delayed and is unlikely to commence before 2010 and only when the policies in the Waste Core Strategy have been submitted to the Secretary of State for government approval.
