The Fire Service Emergency Cover (FSEC) Toolkit
The FSEC Toolkit is an online software package aimed at assisting Fire and Rescue Authorities to analyse risk, resources and response when compiling Integrated Risk Management Plans (IRMPs).
Department for Communities and Local Government has made computer software available to every fire and rescue service, that covers the whole FSEC process. This process has three main stages:
- ‘Risk assessment’ assessing the risk from fires, special service incidents, and major incidents.
- ‘Response planning’ allows Fire and Rescue Services to plan what resources they need to respond to incidents common to a particular area.
- ‘Modelling the consequences of resource deployment’ this software can predict the effects of putting resources in different locations. For example, the effect of moving a fire engine from one station to another can be calculated in terms of the number of additional lives and properties that might be saved.
Using the toolkit to develop an effective IRMP
Insights gained from employing FSEC software is useful when developing an effective Integrated Risk Management Plan, in the following ways:
Operational response planning
The FSEC software can predict the effect of adjusting the allocation of FRAs resources using cost benefit analysis, providing an evidence base for operational response planning, without needing to put the population at risk by experimenting with different allocation strategies.
The software can evaluate the effect of adding or subtracting appliances from a given location, or of alterations to the shift patterns worked by firefighters.
Fire safety planning
The FSEC software can help to target Community Fire Safety campaigns by identifying areas of where there is a high dwelling fire risk, and by identifying the type of people living in those areas. Are residents elderly? Are dwellings rented?
It is also possible to identify buildings that have a high fire risk in any given area. This information can be used to target fire safety enforcement activity or operational responses, or both, which will help to reduce the risks in those areas.
