Blue Arrow Draft Competencies Framework (pdf, 201 kB). The Improvement and Development Agency (IdeA) has prepared this draft competencies framework (consultation closed in July 2010), which describes the core competencies that local authority staff need to support the council’s role as a community leader and to drive and co-ordinate the council’s activities on climate change.

Blue Arrow The Independent Climate Change Emails - Review (pdf 1.4 MB), July 2010. The Review examines the honesty, rigour and openness with which the Climatic Research Unit scientists have acted. They offer no opinion on the validity of their scientific work which only comes through the normal processes of scientific debate.

Blue Arrow Assessing an IPCC Assessment (pdf 1.9 MB), July 2010. An analysis of statements on projected regional impacts in the 2007 report. In January 2010, the media reported two errors in specific parts of the Fourth Assessment Report of 2007 by the Intergovernmental Panel on Climate Change (IPCC). On 28 January 2010, the Dutch Parliament asked the Dutch Minister for the Environment for an investigation into the implications of these errors. They investigated how the IPCC assessed regional impacts of climate change and formulated some recommendations to further improve the quality of the assessments.

There is a growing interest in climate change and sustainable energy in its realtionship to sustainable urban development and economic growth - which are both being core mandates of local governments (LGs). The main barriers of addressing climate change and drive the transition to sustainable energy tend to arise from the unavailability of finances for low-carbon technology and infrastructure.

Blue Arrow Communications and Behaviour Change Report. Tackling some of society’s most intractable and costly problems most often requires us to change behaviours in some way. Some steps may be small, like turning off lights, and others may be large, like changing our diets. Some behaviours can have tragic short-term consequences, like driving too fast, and others longer-term damage to ourselves and other people, like smoking.
