PHILLIS – A new service to support the needs of Older People
Government policy and consultation has recently put a growing emphasis on the importance of meeting the needs of older people at an early stage, before they begin to have a negative impact on their lives.
Outlining a series of ideas for modernising adult social care as part of the process of public service reform, the Government produced a Green Paper: Independence, Well- being and Choice followed by the White Paper: Our Health, Our Choice, Our Say. Both the papers together with advice from the Department of Communities and Local Government suggest the need for a more innovative approach to low intensity support for older people.
The majority of older people wish to remain living safely and independently in their own homes, with the necessary support that they need in order to achieve this.

In partnership with colleagues across the county, the PHILLIS (Promoting Health and Independence through Low Level Integrated Support) service has been being developed to respond to the low level needs of people over 50

The PHILLIS service offers advice and information for all those individuals who are identified (or identify themselves) with specific needs but who do not meet our current eligibility threshold of 'critical' or 'substantial' need. This also includes Carers. The PHILLIS workers offer help to the older person and their carer at whatever level they require, to find relevant services, in the local community, to enable them to remain safe and independent in their own homes.
The service can be accessed via the Customer services centre on 01926 731144, or by returning a leaflet to the team. There are plans to develop a self-referral process later in the year for older people and their carers.
