Safer Employment Subcommittee – Acting Chair: John Sullivan, Warwickshire Children, Young People and Families Directorate

Strategic Objective

To ensure robust recruitment and vetting procedures and sound procedures for managing allegations are in place across Warwickshire.


Terms of Reference
Ensuring that safeguarding and promoting the welfare of children is an integral part of Human Resource Management in organisations that work with children is an essential part of creating safe environments for children. Therefore, the Subcommittee aims to:

      • Audit current arrangements in place in agencies on employment practice of staff and managing allegations
      • Develop guidance/standards to assist agencies in being compliant with government requirements on staff recruitment.
      • Review the managing allegations procedures both within member agencies and the WSCB Interagency Child Protection Procedures.
      • Launch the work of the Local Authority Designated Officer (LADO), Named Senior Officer and Senior Manager within each organisation in line with government guidance.
      • Agree a data set for both recruitment practices and managing allegations.
      • Ensure all agencies working with children incorporate child protection matters including safe working practices into their induction programme.
      • Ensure that all agencies have in place on going monitoring practices of staff working with children.
      • Reflect national and regional developments in the areas of employment practice.
      • Respond to WSCB Safeguarding Board requests relating to Safer Employment and Managing Allegations.

Key Tasks 2008-2011:
      • Complete an initial audit of partner agencies to measure current compliance with government requirements on staff recruitment and managing allegations.
      • Review the WSCB Interagency Child Protection Procedures relating to managing allegations against staff.
      • Develop a training strategy to enable those responsible to undertake safer employment practice.
