Integrated Risk Management Plan
2008/09

 What is IRMP?
Since April 2003 every Fire and Rescue Authority has been required to produce a local Integrated Risk Management Plan (IRMP) that sets out the authority’s forward strategy to reduce risk.

The IRMP 2007/10 sets out Warwickshire’s assessment of local risk to life and, in line with this analysis, how it intends to deploy its resources to tackle these risks and improve the safety of all sections of society. The plan identifies the ways in which the authority can work in partnership with neighbouring authorities and other agencies to deliver improved public safety.

You can download the complete IRMP from this link.

 IRMP 2008/09 – Action Plan
Following the tragic fire at Atherstone on Stour on 2nd November 2007, the authority’s plans and planning processes have had to be changed. Therefore, for the year 2008/09, the IRMP Action Plan identifies a number of areas where we intend to maintain existing high levels of service through our own efforts and through continued partnership working. Details of the revised consultation period and where to send your comments to are provided below.

IRMP Action PlanActivity
Atherstone on Stour
(Operational and Community Fire Safety)
In view of the difficulties and challenges posed by the Atherstone on Stour incident, align the structure of the Service to address these issues whilst ensuring WFRS maintains an effective and responsive Emergency Service in line with the existing standards of fire cover.

Maintain high standards and through partnership working with other agencies explore opportunities to enhance and expand the successful Community Fire Safety programmes.
Benchmarking
(Performance and VFM)
To undertake further benchmarking activity in respect of Key Performance Indicators (KPIs) and Value For Money (VFM) to better understand the Service’s position relative to other similar FRAs. This will guide and influence future Service related improvement activities.
Local Area Agreement (LAA)
(Partnership working)
Successfully negotiate the Safer block element of the new LAA by June 2008. The focus of activity for the Directorate through partnership working is in the following areas of work:
      Serious Violent Crime
      Acquisitive Crime
      Local Antisocial Behaviour
      Reducing Antisocial Behaviour
      Drug Abuse
      Road Traffic Collisions

 Consultation Period
The official consultation period ran from Monday 18th February 2008 to Friday 14th March 2008. The revised 4 week consultation has been agreed with the department for Communities and Local Government (CLG) and Warwickshire County Council Legal Services. While the official consultation period has finished, we would still appreciate your feedback at the details below to incorporate into our ongoing work.
