Waste Development Framework

Minerals Development Framework

The purpose of the Waste Development Framework is to make sufficient land available in the most sustainable locations to enable waste operating companies to provide adequate facilities to dispose of waste in Warwickshire. Before the County Council can identify specific sites there has to be an agreed strategy that determines the broad approach to waste disposal.

Last stage

Warwickshire County Council consulted on its Waste Core Strategy - Emerging Spatial Options document as part of the Warwickshire Council Council Waste Development Framework Core Strategy. The consultation ran from the 21st March 2011 to the 20th May 2011.

Further information

The consultation followed on from 'Issues and Options' and 'Preferred Option' consultations in 2006. The next consultation stage ought to have been submission to the Secretary of State. However it was decided to delay the next stage of consultation until further guidance was provided by central government on how to implement national policy under the new planning system as some other authorities' Core Strategies were either found "unsound" or were requested to be withdrawn by the Planning Inspectorate. Furthermore, the spatial planning implications of the Council’s involvement in a shared residual waste facility with Coventry City Council and Solihull MBC (Project Transform) had to be fully assessed before the Waste Core Strategy could continue. These issues have now been resolved.

Preferred Options and Proposals Public Workshop - 7th October 2006

A further public workshop event was held on 7th October 2006 at Manor Hall, Leamington Spa to present the Preferred Options and Proposals, Consultation. Information Roadshow, Nuneaton - 31st March 2006 Waste Development Framework Consultation Workshop - 18th March 2006 Waste Development Forum

Warwickshire County Council has set up a Waste Development Forum to discuss issues related to waste planning issues in Warwickshire and guide the Waste Development Framework through the planning policy process.

The purpose the Minerals Development Framework is to identify suitable locations for operating companies to develop appropriate sites for the extraction of minerals to meet the required demand and to sustain our quality of life. Before the County Council can identify specific sites there has to be an agreed strategy that determines the broad approach to minerals extraction.

Last stage

The Issues and Options stage of the consultation ended on the 8th September 2006. The next stage was the Preferred Options stage. The Preferred Options consultation ran from 31st January 2007 until 14th March 2007.

The Minerals Local Development Framework was temporarily put on hold after the preferred options stage following general advice from Communities and Local Government and the Planning Inspectorate that strategic sites should be included as part of the Core Strategy. Consequently the Minerals and Waste Development Scheme was revised and it was proposed that the minerals industry and landowners should suggest future potential minerals sites for consideration as possible site allocations in the Minerals Core Strategy. Subsequently, a 'Revised Spatial Options' document was consulted on between 19th February 2009 and the 8th May 2009.

Revised Spatial Options consultation - Minerals Forum Workshop - 19th March 2009

The Revised Spatial Options consultation took place from 19th February 2009 to 8th May 2009. A Minerals Forum workshop took place on 19th March 2009 at Wedgnock Lane, Warwick from 10:00 until 13:00. The Forum discussed the key issues and three Spatial Options. Preferred Options and Proposals Public Workshop - 3rd March 2007

The public consultation workshop was held on Saturday 3rd March 2007 at the Bidford Parish Council Meeting Room, Bidford on Avon, from 10:00 until 13:00. Sustainability Appraisal - Scoping Report

As part of the plan making process we must access the sustainability of the emerging development documents. The first stage in this is to produce a Scoping Report. This Scoping Report identifies relevant plans, programmes, and environmental protection objectives, captures baseline information and sustainability issues relating to both waste and minerals, identifies potential environmental problems and sustainability issues and develops the SA Framework against which Issues and Options for the respective Development Framework is assessed.

We consulted on the Scoping Report between December 2005 - February 2006. We updated the report to reflect the comments received during this period and consulting on the revised Scoping Report again. The consultation period ended on 19th May 2006.
