Background
The Countryside and Rights of Way Act 2000 ("CROW") placed a duty on the County Council to produce a Rights of Way Improvement Plan, which sets out a 10 year plan for improving the provision of access to the countryside through rights of way. The Warwickshire plan is called the "Countryside Access and Rights of Way Improvement Plan" or "CAROWIP".
The plan includes the County Council's assessment of such things as
- the extent to which Warwickshire's rights of way meet the present and likely future needs of the public
- the opportunities provided by rights of way for exercise and open air recreation
- the accessibility of the rights of way network to blind or partially sighted persons and those with mobility problems
as well as targets for the future improvement of the rights of way network.
The plan is part of the Local Transport Plan (LTP) for Warwickshire. A progress report was submitted to government as part of the LTP submission. This can be found within the Core Strategies of the LTP.
Research and consultation leading to the Draft CAROWIP
A consultation exercise was carried out in August and September 2004, which involved questionnaires being circulated throughout the County.

Publication of the Draft CAROWIP
The Draft CAROWIP was published in September 2005, and there was a 12 week public consultation period. Comments were received from members of the public and a list of proposed changes was put before County Council Cabinet in February 2006, where the CAROWIP was approved subject to those changes. The CAROWIP took effect on 1 April 2006.
