How the County Council makes decisions

Meetings of the County Council
This is all the 62 county councillors meeting together to make decisions about the policies to be adopted by the Council and to set the annual budget.


The Leader, Councillor Alan Farnell
The Leader, is responsible for all of the executive decisions made by the Council. In practice these are most of the day to day decisions taken by the Council. The Leader makes decisions at the Leader Decision Making Sessions, the dates of which are published on the Warwickshire website.


Cabinet
The Leader appoints the Cabinet. Some decisions are taken by the Cabinet collectively whilst others are taken by the Leader, or other Cabinet members as individuals. Each Cabinet member is allocated a particular area of responsibility (portfolio).

The Leader or Cabinet members have to make decisions which are in line with the Council’s overall policies and budget. If they wish to make a decision which is outside the budget or policy framework, this must be referred to the Council as a whole to decide.


Overview and Scrutiny Committees
These committees support the work of the Council as a whole in the development of policies, budget and service delivery. They also look at how well the Council is performing and monitor the decisions of the Leader and Cabinet. They can “call-in” some decisions before they are implemented. This gives other councillors an opportunity to review those decisions and make sure that the correct approach is being taken.


Audit and Standards Committee
This committee is made up of councillors and independent people. It is concerned with ensuring that the Council has robust systems of internal control and making sure that both councillors and officers follow high standards of conduct in the way they conduct the business of the council.


Regulatory Committee
This committee deals primarily with planning applications, licensing and arrangements for various types of appeals. It also deals with most of the appointments that the Council makes to outside bodies.


Staff and Pensions Committee
This deals with issues affecting the terms and conditions of staff and their associated pension funds.


Local Arrangements
Warwickshire is a diverse county and in order to give local people a greater say in County Council affairs we have created 30 Community Forums to look at issues affecting particular areas of the county. These forums do not make decisions but help the Council to understand and respond to matters affecting a local community.


Area Committees
There are 5 area committees covering the five district/borough council areas. The members of the committee are the county councillors for each particular area and the meetings are held in public.

Area Committees have a particular role to comment on how policy developments may affect their areas and to promote the well-being of their area through local community strategies.

Key Decisions
Each month the Council publishes information about key decisions affecting the lives of people in Warwickshire that it will be taking over the coming 4 months.
