Warwickshire Safeguarding Childran Board " Keeping Children Safe and Healthy "


District Council Subcommittee – Chaired by Bill Hunt, Warwick District Council

(Chairing to be rotated on an annual basis between the 5 district councils)

Strategic Objective:

To ensure the safeguarding children agenda is fully embedded in district and borough councils across Warwickshire

Terms of Reference:

  1. Ensure proper channels of engagement and communication exist between the subcommittee, the full Safeguarding Board and its other subcommittees, capable of promoting a shared approach when this is required.
  2. Ensure that district councils meet their responsibilities under Section 11 of the Children Act 2004.
  3. Raise awareness in partner agencies of the contribution that district councils make to safeguarding children and promoting their welfare.
  4. Establish a shared understanding of safeguarding issues in district councils, and develop common approaches across the five district councils towards discharging their responsibilities.
  5. Disseminate good practice and ensure that sound and up to date safeguarding policies and procedures are in place in each council.
  6. Assist all service divisions in district councils in linking in with other agencies and services as appropriate.

Key Tasks 2008-2011:
  • Complete audits and develop procedures for district councils in respect of safer recruitment and managing allegations against staff.
  • Explore the relationship between district councils and their contractors in relation to safeguarding children and develop standard contract clauses to ensure compliance.
  • Implement recommendations relating to district councils arising from a serious case review.
